RFE: use LP-url to filter bugs by status and importance

Bug Description
At the moment we realize the importance/status filter by filtering the bug-set at the end of the search process. We should use the LP-url instead. This would increase the speed of bughelper.

This patch against bughelper.main r124 uses the LP-url to filter an given status/importance.
Needs to be reviewed and tested.
