happened after upgrade from 11.10 to 12.04. Interrupted twice due to powerfail, restarted by dpkg --configure -a

I think that this issue is probably due to the upgrade being interrupted.

I would recommend the following steps to resolve:

    sudo /etc/init.d/snmpd stop
    sudo apt-get -f install

Hopefully this should resolve your issue.
