gnome-control-center user-accounts unlock is disabled

When I start :
gnome-control-center user-accouts
I can't unlock a user. This button (top-right) is disabled.

If I try "gksudo gnome-control-center user-accouts" nothing appears.

If I try "gnome-control-center" it works fine. Klick on user-accounts control-center died ...
/var/crash/ is empty
dmesg show's :
gnome-control-c[5338]: segfault at 0 ip 00007f33701e4527 sp 00007fff4169fa90 error 4 in libuser-accounts.so[7f33701d3000+29000]

Try this a solution at launchpad question #194382, there they told me to open a bug report.

this is the one an only user on the system. That is the user I installed with.

I have this behavior, along with loss of "shut down" from upper-right-corner menu and loss of auto-mounting (or manual mounting) of USB drives. It seems to be a privilege de-escalation of my account. As with original poster, gnome-control-center started w. gksudo bucks when "user account" button is pressed.
