edit_profile no longer picking the correct leading paragraph for staff

Bug Description
Several things going on at once.
In production, in ux1, for the OSF customization, Edit Profile has two "modes" for the introductory paragraph above the form:
- Staff users see:
User information for staff members is managed centrally. If you would like to change this user's
password, please send an email to <email address hidden>.
- Affiliates see:
Use the following form to edit your profile information. If you would like to deactivate
your KARL account and remove yourself from all communities, click this __deactivate
account__ link and say yes to the confirmation window. If you would like to change your
password, please click __Change Password__.
All that text is fine. Only bug is, the deactivate account link seems to be guarded by a permission that KarlAffiliate gets Forbidden.
Things are different though for ux1 at:

The paragraph is the same whether you are staff or affiliate.

I'm having trouble reproducing this one. I think it might gotten fixed somewhere along the way. Or there might have been some confusion about whether a particular user was staff or affiliate. Jim often changes group memberships around during testing.
