Quantum is missing the ubiquitous HACKING.rst

Bug Description

All the other OpenStack core projects include a HACKING.rst file that document the fundamental rules to follow when hacking on the project. Given that Quantum is core in Folsom, a HACKING file should be added to the repo that includes guidelines that fit with general OpenStack philosophy while still respecting the wishes of Quantum developers.
