Restricted manager needs text for "not in use" status

Bug Description

Binary package hint: restricted-manager

Currently, only a red circle icon is displayed in the Status column when a restricted driver is "not in use". It's a bit of a mystery as to what it means. A text label should be added after the icon, like what you see when it changes to "Needs computer restart".
