Unity behind windows (Z-Index/Z-Order problem)

Bug Description

After Login, there sometimes is a problem with Unity (= Dash + Launcher + HUD), where Unity appears to have the false Z-Order/Z-Index.

In this cases i can't realy access Unity, with maximized programs. Sometimes normal (=not maximized) windows appear in front of the Dash or Launcher (see the screenshot).

This typically is just after the Login. After i somehow fixed it (clicking Workspace-Switcher or pinning a window to the Front), the problem stays fixed for this (X-Server-) session.

A few other screenshots I just took

It seems like maximized windows are effected every time, "normal" windows are just affected sometimes (eg. I had to restart X serveral times to reproduce the "unity behind normal"-screenshot)

It's too hard to prove that bug 1008020 really is exactly the same as this bug. Please keep them separate for now.
