Can't delete a volume that has snapshots

Bug Description
It is not possible to delete volumes that have snapshots, and no explanation is provided to the user when they try to do so.
Steps to reproduce:
> run devstack
> nova volume-create 1
> nova volume-
> nova volume-delete [vol_id]
Expected:
Either successful deletion, or a helpful error message.
Actual:
No error message, and the volume state remains 'available'
$ nova volume-list
