Turning off OneConf in USC doesn't work

Bug Description
oneconf 0.2.6.9, Ubuntu Software Center 5.1.13.1, Ubuntu Pangolin
1. Start syncing your computer to OneConf.
2. Select your computer and choose "Stop Syncing" from the gear menu.
3. Choose "All Software".
4. Choose "Installed".
5. Close USC.
6. Reopen USC and choose "Installed".
What happens:
2. The OneConf panel goes away.
4. The OneConf panel remains hidden.
6. The OneConf panel has reappeared.

This may be related to bug 962495 where the underlying service continues running when it shouldn't, or bug 943688 where other computers aren't removed properly.

I can reproduce this, but I had to re-launch software-center.
