Impossible to drag and drop from a window to another

Bug Description

Open 2 nautilus windows.
Try to drag a file, and move the cursor to the nautilus icon on the launcher, it doesn't let you select the window, so you can't drop it on that window.

NO. Is not a duplicate bug.
Read it again, it about windows, not folders, or even File managers.
