Create HTML mail template

In the upcoming announcements we need to have a unified HTML mail form, so we need a design for it then someone will make it a ready HTML template.

i am having problems with time. my mid-term exams starts next week with some problems in college. i also facing some hardware issues that might hold me back for this week. I will do my best, but its going to take a while.
