update to 2007e data

In February goverment of Mongolia decided not to use DST anymore. So switching DST will cause problems. Please issue security update or some kind of update to tzdata package.

Confirmed that this is fixed in the 2007e upstream db.

This is the effective diff between 2007b (which we have in feisty and stable-updates) and 2007e. It fixes some DST rules and introduces two new timezones (America/Indiana/Winamac and America/Resolute), no removals, etc.

Dulmandakh, only dapper and edgy have been fixed so far (see bug states at the top). Feisty is underway, we could not upload to feisty-proposed/-updates while feisty was not released yet.
