Bug Description

Certain deployers don't want users to be able to set their images to public. We need a specific policy rule to cover this.

    Add 'publicize_image' policy

    * Allow deployers apply RBAC rules to setting the is_public image attribute to True
    * Add docs for publicize_image and manage_image_cache policies
    * Fixes bug 960261
