Yes, plymouth has not been uploaded since 11.10's release so the theme does not get regenerated on upgrade. Plymouth will need to be uploaded for precise, but we should also include a trigger so that the theme gets regenerated when /etc/lsb-release changes.

  * debian/plymouth-theme-{k,}ubuntu-text.{triggers,postinst}: regenerate
    our theme when /etc/lsb-release changes. LP: #957380.
