Change "KARL - Staging OSF" to "Staging OSF"

We're using up a lot of width in the global header, making the global and personal menus run together. Carlos is going to move Tags from the global nav into the drop down, which will help.

The site title change though is very simple and more space-saving.

Yep. Since it's a config change on staging, I'm waiting to do it when I
update staging.

Made the configuration change to accomplish this on Sunday but after double checking on staging it doesn't seem to have worked. Sorry about that.
