Dropdowns: Global, Community

"Dropdown" is the gear at the end of the global menu and the community menu. It is used to provide overflow, for less-important menu items.

For the global one, for now, just make it contain a menu item for "Global Tag Cloud".

Popper has one for the section menu on communities but ux2 doesn't. Add one back in with a menu item "Community Tag Cloud". Have a second menu item for "Members" that goes to the community members page.

Chris, I'm assigning this to you as getting data into the panel might take some factoring. I think this is worth doing as part of M9. Perhaps along with the Members and Tags views.

Chris, assigning this to you, in relation to my email this morning about Members as a tool. We could instead stash Members in the dropdown (as suggested by this ticket) and let OSF decide if that is too hidden.

Assigning back to Carlos. The only work remaining is to get a "Tag Cloud" menu item in the Community dropdown, same as the global, pointed at the community tag cloud.
