EC2 API hides exceptions from the user. (volumes)

Bug Description

Without looking at the log files users cant really figure out what is going on when attaching/deleting/creating volumes fail. While running against euca2ools you very often get the following response back from the server:

chuck@homer:~/work/server/openstack/devstack/devstack$ euca-delete-volume vol-4
UnknownError: An unknown error has occurred. Please try your request again.
chuck@homer:~/work/server/openstack/devstack/devstack$
