Need to Separate Central Eurasia Project and Middle East - North Africa Initiatives on the OSF People Page

Bug Description

HR has just let us know that we need to separate the Central Eurasia Project and Middle East - North Africa Initiatives on the OSF People Page. These 2 departments currently appear mixed together in the same report (https://karl.soros.org/people/osi/c2/r1/central-eurasia-project-middle-east-north-africa-initiatives/), so we'll have to separate them out now. Under the International Operations section, the Central Eurasia Project will appear between "Caucasus and Central Asia" and "China / North East Asia" and Middle East - North Africa Initiatives will appear between "Latin America Program" and "Nepal and Bhutan Initiatives".

Central Eurasia Project should show staff with department 'central-eurasia-project' passed over from GSA

Middle East - North Africa Initiatives should show staff with department 'middle-east-and-north-africa-initiatve' passed over from GSA

All the adjustments to staff profiles have already been made in GSA, so this should be done ASAP. I think this is work that Jim will be able to do through the web interface. Let me know if there are any questions.

I will delete the old (combined) when I see the two new ones (separated) working correctly.
