Adding partial security group rule does not warn user

Bug Description

When adding a security group rule with the ports defined (but not cidr), clicking Add Rule results in an edit page without a noticeable warning: http://stsh.me/1JY. I would expect something to warn me. Additionally, the cidr input box should not be on a new line.
