completion does not work properly after tar rf

Bug Description
Binary package hint: bash
I typed
tar rf /dev/sdb1 Sc<TAB>
in ~ubuntu/Desktop which contained one file starting Sc, namely Screenshot.png, and the TAB didn't do anything. (In case it's relevant, /dev/sdb is a usb stick.)

Although I find the idea of creating a tar straight onto the /dev/sdb1 partition a bit frightening, I can confirm that the reported issue itself is present for situations like "tar rf /tmp/test.tar /tmp/Sc <TAB> <TAB>" as well. Bash completion for "tar cf /tmp/test.tar /tmp/Sc <TAB> <TAB>" works fine.
