sync request for libbpp-core 2.0.3-1 from debian sid main

Bug Description

Dear ubuntu developers,

Please find here a request for a sync for some C++ bioinformatics libraries (currently in version 2.0.2 / 2.0.1 in ubuntu):
libbpp-core 2.0.3
libbpp-seq 2.0.3
libbpp-phyl 2.0.3
libbpp-popgen 2.0.3
libbpp-raa 2.0.3
libbpp-qt 2.0.2

The first ones only depend on the C++ STL and the last one depends in addition on Qt 4. No ubuntu changes are needed.

In addition these two packages
bppsuite 0.7.0-1
and
bppphyview 0.2.1-1
depending on the libraries would need to be also synchronized.

We are currently in Beta Freeze, could you please explain the rationale of this change, so the release team betters understands why you might need a freeze exception?

Dear Daniel,

I am very sorry we have been delayed with our package preparation.
Despite the small version increase (2.0.2 to 2.0.3), the libraries and
programs add quite a lot of bugs fixed, notably related to some new
features introduced in the previous version. We really expect this new
version to be more stable. As Ubuntu is a widely used linux
distribution in the field of bioinformatics, we expect many of our
users to use the 2.0.3 version of the libraries, the 2.0.2 version
being introduced 2 ubuntu versions earlier. Notably, several new
pieces of software based on the 2.0.3 version have been published
recently.

Here is the added ChangeLog entries for all the requested syncs. It mostly looks like bug-fix only releases (and sometimes just releases with bumped version numbers), but I'll leave this to the discretion of the release team.

Packages were synced, but they are going to sit in the Beta1 Freeze queue until the archive admins approved them. This bug therefore needs to be closed manually.
