QuantumManager should set network['host'] when creating the network entry in the database

Bug Description
Looking at the floating ip mixin class it seems that this has to be set or the floating IP association won't work. When adding an entry to the networks table in QuantumManager we could set network['host'] to self.host since we don't yet support multi-host.
