Laggy menus across global menus and indicators

In recent Unity builds in Precise I am seeing really laggy menus that sometimes don't draw fully when you click on them. This happens across all menus, but most noticeable in the global menu and indicators.

I'm sure this is a duplicate, but I can't find the master bug. All I can recall is that Michael Hall (~mhall119) reported the master bug
