keystone-manage foo bar should return exit status

Bug Description

keystone-manage should display an error message and give an exit status when an invalid command is specified.

It currently does not...

[root@nova1 ~]# keystone-manage foo || echo "It failed"

... prints nothing

    cli now returns an exit status cmd is invalid.

    Update keystone-manage so that it returns an exit status when
    the specified command is invalid. Also prints out usuage on error.

    Fixes LP Bug #938718.
