Bug Description

In the manual page and it the option name renice refers to nice value as to "scheduling priority". While according to
$ info coreutils 'nice invocation'
   A niceness should not be confused with a scheduling priority, which
lets applications determine the order in which threads are scheduled to
run. Unlike a priority, a niceness is merely advice to the scheduler,
which the scheduler is free to ignore.

Since it's not a malfunction but design issue (it confusing users, not the system) and therefore doesn't need logs I will change the status to Confirmed.
