window title appearance does not change with focus

Bug Description
Normally, the focused window has a whiter font while windows without the focus have a slightly greyed font to indicate that they do not have the focus.
However, I find that in Precise the window titlebars are only ever drawn once when the application starts, and are assigned a white or greyed font seemingly at random. Focusing a window does not change its font or the font of the window that just lost focus.
If my currently focused window has a greyed font, maximizing it and them restoring it to non-maximized will change its titlebar font to the whiter font (ie indicating focused). But after focusing another window, the original window will retain its whiter font even though it has lost focus.

I checked with a fresh install from alpha2 and it still has the same problem. Unity-2d works fine, it's just unity-3d that isn't repainting the titlebars to reflect window focus.
