Installing openstack-dashboard on Precise removes Keystone package

Bug Description

Installing openstack-dashboard on Precise A2 removes keystone package.

Having keystone and dashboard running on the same server seems quite reasonable for a lot of setups. Removing keystone package because installing a web interface shouldn't happen.

Steps to recreate
1. Install Precise A2
2. Install OpenStack with Keystone
3. apt-get install openstack-dashboard presents the user asking to confirm the removal of keystone (and confirmed).

Well on the other hand of you install keystone after installing horizone, it removes all the horizone deps.

openstack-dashboard is not (yet) in our PPAs... so this affects Ubuntu packaging directly.

See #916773 for the explanation of why the conflict was added.
Essex 4 shouldn't cause any more problem, so the packaging can be fixed.
