New icons on Launcher don't always place above the Workspace icon

Bug Description
I've been reading some bugs here, and now I'm confused, think. Anyway, I've been looking in my reports, don't remember well, but think I've reported this bug before but didn't find it.
This bug it's present in Unity 5.2 also.
THE BUG:
When we open some applications that are not pinned to the Launcher (for example, apps from the Dash or Empathy or Thunderbird that are on Messaging Menu), it's icons *should be place in the Launcher _between the last app's icon and Workspace icon_*. This should be the normal behavior, keeping things and icons in it's order:
* pinned apps
* unpinned apps
* workspace icon
* Trash's icon
But this don't happen most of the time. This new icons usually are place between our last icon and the rest of the icons on the Launcher.
Even more, if I open -for example- Empathy, Gwibber and Thunderbird (I don't have them pinned to the Launcher) they don't follow the order.
In first place, they place between the last app icon and the rest of them (should place between the Workdspace icon and the rest of the icons on the Launcher). In other words, this new icons -or unpinned apps- are place between the pinned apps, mixing them. Mixing pinned and unpinned apps icons.
In second place, this new apps or icons, don't respect the order, for example: I open Empathy in first place, then Gwibber and then Thunderbird. This new apps should keep this order, but that doesn't happen.

I can reproduce this with Unity 5.2. Occurs even after unity --reset-icons is run.
