Bug Description
To reproduce,
* Install mingw/msys
* Put mingw/msys/1.0/bin in the path
* See that from a cmd prompt, arm-linux-
* Run 'make' in the tests/misc directory
* make can't find gcc
The problem is the ~ in the path name.

Fixed by changing ~win32 to _win32.
