SRU to change release update available interval to 14 days

As discussed at UDS this changes the default delay to check for release upgrades from 7 days to 14 days. See

TEST CASE:
- fix is pretty trivial regression test should be enough, alternatively faketime could be used

I installed update-notifier package from proposed and I don't observed any regression.
It works correctly.
