Bug Description

I'm unable to install quantum plugins via setup.py after this commit:

https://review.openstack.org/#change,3072

Error output:

Traceback (most recent call last):
  File "setup_cisco_plugin.py", line 9, in <module>
    import version
ImportError: No module named version

I'm going to be committing a fix for review shortly.
