Bug Description
Nova did a massive rearrangement of their API files in this commit:

As a result, not only is devstack trying to load a file that doesn't exist as an osapi_extension, all the imports in openstackx.
Consequently devstack currently cannot correctly install either openstackx or horizon.
The fix will have to be in both devstack and openstackx.
