Bug Description
When running quantum manager, make sure the hypervisor vif-plugging is "quantum-aware". Warn or fail on ignored or invalid flags for network creation with Quantum Manager.
If a gateway is specified when creating a network, make sure a "quantum-aware" L3/DHCP plugin is specified. Warn/Error if a gateway is specified that is not ".1" (if it must be .1).
