xvidcap unmaintained, should be removed

xvidcap has made no releases, and has had no activity upstream for years, so I propose that it's removed from the archive from Precise onwards.

Seems reasonable given that this isn't in Debian - it's one of the ones we synced from debian-multimedia.org. No reverse dependencies.

However, this doesn't need to be assigned to anyone - the way the archive admin queue works is that it's sufficient to just subscribe ubuntu-archive to bugs for them to appear in our list.
