hangs when lxc fails to start

I have some problem that causes lxc-start to fail with

      lxc-start 1324533919.042 ERROR lxc_start - failed to spawn 'mbp-local-udd-0'

(Thanks very much.) Aside from the actual problem, it seems like a bug that lxc doesn't detect that lxc-start failed, and instead it just stays in 'pending' indefinitely.

At the moment we're just lxc-waiting on started, but if the start fails we should detect that and error out appropriately.

I was going to close this on the grounds of being unreproducible or a consequence of a bug in lxc, but I see at least two other people are being hit. So perhaps it's worth timing out in juju.

There's a state bit mask we can set when we invoke lxc-wait instead of
waiting for started state, instead of straight timeout, but either sounds
reasonable.
