Bug Description
Quotas at present aren't well addressed in the UX of horizon. For example:

In that screenshot, you will see a table of quotas. Only some of the quotas are actually relevant to that screen, and the ones that are relevant are not presented in a way that helps the user. Some ideas:
* Show how much of a quota is currently in use
* Disable flavors that exceed quotas
* Remove references to floating ips and volumes, and present those instead in their respective dash sections.
