Impossible to interact with widget near screen edge when maximized

It's really annoying how overlay scrollbars make it impossible to use widgets near the screen edge when an app is maximized.

You can wait with the mouse stop over it, and wait 2 seconds to vanish, but then the bug is that it reappears once you move the mouse again

Or yes, you can just wait 4 stars for your rhythmbox songs. (sorry, couldn't resist :D)

It's the same for nautilus on the bottom edge (screenshot attached). You can't click the last file.

Bug 808516 has the same root cause: The scroll bars make application content inaccessible when the window is maximized.

Three ideas for solving the issue:
1) When the scrollbar has faded out, do not reappear on mouse move or click
2) Provide a close button to the scroll bar
3) Fall back to normal scroll bars for maximized windows (makes most sense so me)

Or allow a right click on scroll bar to fade it till mouse pointer again moves
