Bug Description
When trying to allocate a floating ip when the quota limit has been reached the error message "Error: local variable 'fip' referenced before assignment" is displayed. Not knowing that I was at my limit I wouldn't assume that I had reached my limit.
Steps:
Goto Floating IPs
Allocate total quota of ips
try to allocate another
Expected:
An error message that made sense. "You have reached your limit of ips" or something similar.
