The engine should be capable of resuming a failed/interrupted calculation

Bug Description

In the case where we failed the calculation for a given model or
set of input files at some site number S (0 < S < N) we ideally
want to resume the calculation from the point of failure. This
must also take into account the logic tree realizations.
For this to work we need to
    - capture how far we got for a given job
    - be able to recognize that we are repeating the calculation for
      a given input model
