Need option to permanently delete Wiki Pages and Files

Bug Description

When we implemented the Trash feature in Files and Wkis, we over-looked the use case where we may actually need to permanently delete a file or page. This could easily happen if an inappropriate item is posted, etc. We need to have a "Delete Permanently" feature in the Trash for Files and Wikis that allows community moderators and KARL Admins (whichever is easier) to permanently the content for those cases.

If it's just as easy either way, then let's implement it for community moderators. Fewer user requests to deal with then!

shane, I have tried to test but see no option in trash to permanently delete a file, a folder or a wiki page. Can you provide some help.

Shane, we just deployed to branch1 and didn't see an option to permanently delete in the trash. Where's the UI for this?

I just checked and branch1 was not using the new code at all. It was using the karl egg instead of the source checkout. I did "bin/develop a karl" and restarted. Try it now.

I just tested this on branch1 and it now works. Jim, you can test as well. Then, we'll need to get with Chris and see what was the snafu regarding merging for branch1.

Jim, when you feel you've resolved the question with Chris, mark this as Fix Committed.
