don't load vnc console if not in tab

The VNC console activates when I click to the instance detail link. It should wait until I click the vnc tab in the details page.

This is an issue because of the way VNC console works - if it isn't properly configured it will just hang and you won't ever load the page (until it times out?)

steps:

1) install devstack essex - log into the dashboard
2) launch the TTY image
3) wait for it to launch
4) upon launch, click on the name of the server in the instances section - this is the link to the "details"

expected:

it quickly loads the detail summary

actual:

it tries to load the VNC console, the console log (with auto-tail) and the summary all at once.

Summary: don't load VNC console unless the user is going to use it!
