Bug Description

Using the compiled binary (issue 1673) to fix the crash when AI needed a power plant in the last Allied mission I got this crash when I was destroying some Yuri factories...

I made a different approach, instead of to use an unit that was attacked by the AI I used an offensive SW:
- I made a SW able to destroy in one shot buildings in a small radius.
- In that 7º mission of the Allies, when Allies teleport the MCV & reinforcements to the continent where is located Yuri bases I start destroying Bio Reactors from that temporal country.
- After a lot of minutes destroying Bio reactors (built by that country) without a crash I tried to destoy his tech center & then few seconds later it crashed (in all moment his base didn't have power plants).

If I repeat the steps but ending with the Barracks it will end in the same way.

If I add AI.PowerPlants=YAPOWR in [Yuri2Country] declaration:

Related to issue #1674 - changed logic of powerplant selection - this is basically the same as FS-21's patch, but might crash less. Untested...

Testing r1145: AI can re-build 2 power plants as limit but if I repeat the tests I made it still happen.

Funny notice, probably related.

Mental Omega Unholy Alliance AI is pestered with the usual AI cloning CYards issue, but we noticed that by default it'll end up being in low power. Used 1160.
