ubuntu has no delta to debian for this package, as this is a LTS cycle it will sync when it migrates to testing in debian.

No there are not Ubuntu changes, just no-change rebuilds. This will auto sync when it migrates to testing in debian.

gnudatalanguage should propagate to Debian Testing tomorrow as its
dependency plplot will finally propagate tomorrow.

Any idea on what could be done to get the package into Ubuntu?
(or, if I understand well, to get the plplot package into
Debian testing) I have no idea on how the Debian's testing
workflow goes... but gdl 0.9.2 was released on November 9th 2011
- almost three months ago - and Ubuntu is virtually the only major
distro not offering the current version to users, and actually
it has almost become a tradition in Ubuntu :(

I was wrong here. plplot is still not in Testing, but according to
http://packages.qa.debian.org/p/plplot.html it should finally go in
today.

But gnudatalanguage likely will take a further week due to an upload
with modified packaging on Friday -- for the transition of one of its
other dependencies (HDF5).

I suspect that's the point.

Packages basically propagate to testing if they were in unstable for
10 days without release-critical bugs and if all dependencies are in
testing, too.

The latter is the reason why gnudatalanguage 0.9.2 has not yet
propagated to Testing.
