New upstream version 2.7.13 of rsplib

The new upstream version 2.7.13 of rsplib has been released. I have created an up-to-date Ubuntu package in my PPA: https://launchpad.net/~dreibh/+archive/ppa .

 - You dropped the last upload from the changelog.

Other than that. It looks pretty good. (Though I haven't test built it yet.)
