Lines appear at the top of the desktop in Oneiric

Bug Description
I filed this bug under unity for natty a while ago, and it was not resolved however i was advised to file a new bug under oneiric as the issue is still there, but not as badly.
On the desktop, there is lines of varying colors at the top of the screen, and they never go away. This is sometimes accompanied by the mouse being drawn as a multicolored square as well.
The issue is not there when an app is full screen over the desktop. I attached screenshots - one is of the lines at the top of the desktop, the other is with the Dash open and you can clearly see that the issue is not there when something is drawn over the desktop.
I upgraded to Oneiric from natty.
My laptop has an onboard ATI Radeon Xpress 1250 graphics card/chipset.
