[panel] Some apps show no menu in panel until click away and back

For GnuCash and Keepassx (and presumably others) when the app is opened the apps title and menu do not appear in the panel. It is necessary to click away from the app and back again to get the menu.
I believe this is a regression that has appeared in the last week or so, though I may be wrong here.
Note that to replicate reliably it is necessary to make sure that the mouse is left over the launcher or desktop while the app is loading. Notably if Firefox is open on a google mail page and the mouse is moved over the FF window whilst the app is loading then the problem is not seen. Presumably this is something to do with the way FF captures the mouse.
The problem is not seen on Unity 3d.

In addition if LibreOffice is opened in full screen mode the title and controls are missing from the panel until switching away from window and back. Whether this is this bug or whether it is bug #842566 (Libreoffice and unity integration broken) I don't know, or possibly the two bugs are related.

I can confirm this bug. I'm using Unity 2D, and when I maximize LibreOffice, window buttons don't appear anymore. I can make them reappear by either invoking Super+D twice (show desktop, show app again) or by Alt+Tab'ing to another application - if one is open - and then return to LibreOffice.

I am no longer seeing this problem with Gnucash or Keepassx on Precise.
Still seeing the libreoffice problem though.

I retract my suggestion in Comment #3 that the problem is no longer evident when opening Gnucash on Precise. Either I was mistaken or the problem has re-appeared. I do still see the problem as described in Bug Description.
