scroll handles hang around, detached from their window

unity persistently but intermittently has a problem where scroll handles hang around, detached from the window they correspond to. There is no obvious way to make them go away. Clicking them does nothing.

I didn't say that the app was hanging. The point is the handle remains on
the screen when the window is moved or removed.

What information do you need to make this complete? I have seen it fairly recently in Precise.

When? I think I fixed one that happened around January, but I didn't fix the handles when the app crashed. There is no way of killing them from my side (they are like unresponsive applications, the main thread crashed and can't check for their life)
