Bug Description
Keystone had the concept of default tenant that every user is inherently tied. Based on the feedback we received from the community it was decided to get away and use the existing role relationships to map all the tenant user mappings.The change in the API has been documented in our specs and the APIs.
The fix would involve changes to underlying schema. However we have planned to have a separate bug to handle schema migrations.
