Not reproduced with shapes (rect, star, ellipse), paths and text objects in Inskcape 0.48.2 on Mac OS X 10.5.8 (i386):
The effect works as expected and as depicted in the manual:

Please attach a sample SVG file with the object(s) you are trying to apply the filter effect to.

Maybe you want to consider updating to the latest stable release (Inkscape 0.48.2) - since you don't tell which OS you use, I'm assuming Windows (updating to 0.48.2 might not be an option on some older linux distros).

In your example file, you seem to have applied the 'Snow Crest' filter many, many times (43) to the same text object (i.e. put a snow crest on a snow crest on a snow crest…) and scaled it (reduced its size) afterward or in-between.

Redo the filter effect for the text object:
1) use menu 'Filters > Remove Filters' on the text object to remove all existing filters applied to the object,
2) then apply 'File > Vacuum defs' to clean up any unreferenced filter definitions,
3a) select the text and group it (Ctrl+G)
3b) alternatively, nudge the text with the arrow keys up and back down again to have the transformation matrix applied to the font size
4) apply 'Filters > Protrusions > Snow Crest…' just once (either on the group from 3a or the text object from 3b)

With such complex filter effects, I would recommend not to scale or transform the object after applying the filter effect (the effect will get scaled (possibly distorted) too, and can look jagged on-canvas (due to the filter quality settings in the preferences). If you want to edit the object (transform its size), consider deactivating the filter effect first (with the text object selected, uncheck the active filter in 'Filters > Filter Editor…', scale the object (not the group), and then activate ([x]) the 'Snow' filter effect again for the text object in the filter editor).

Attaching a modified version of your file which displays correctly in Inkscape 0.48.2 (as well as in 0.48.1).

Proposing to close as 'Invalid' or convert into a question - AFAICT this is a question of usage, not a bug in the filter effect.

Hi Sam and all
THE iINCREDIBLE EMAIL !!!!!!!!!!!!!! is a bad one
just delete the incredible email its a spam ,scam rougue one that can bug up your computerI have no idea where it came from but it has been sent out automatically to all of my contacts on my listdon't open it
I had no idea and don't know how it came to me thanks for letting me know I will report it

Closing as per comment #6 - feel free to reopen if you don't agree and think that Inkscape somehow need to prevent users from applying a complex preset filter effect multiple times on the same object.

Confirmed on Ubuntu 11.04, Inkscape 0.48.2, with the example file provides in duplicate bug #1057559.
Not reproduced with trunk revision 11712.

Only occurs when the zoom level is low and the object relatively small on screen. The snow crest correctly shows when zooming.

2 your later, I have the same problem. I try to apply teh filter and it just doesn't work Nothing shows up :-(.
And yes, I only tried it once as in I'm not stacking filters.
