Bug Description

When a chinese factory install is kicked off, the install isn't fully translated in the U/I other than the slideshow. Additionally this causes corruption in the oem-config portion of install (see screenshot).
Fixed upstream:
This is fixed in trunk and will be included with the first upload to precise.
Regression potential:
None. This only affects factory installs, or installs that have been instrumented to look like a factory install.
Testing:
1) Download an oneiric ISO image
2) Convert the oneiric ISO image into a factory install image using BTO builder mode of dell-recovery 1.11
3) Write that image to a USB stick
4) Create a file on the USB stick called "SDR" with this line: "HW destination CN"
5) Run the USB stick through all 3 stages of install.
Stage 1 should be in english, stage 2 in chinese and stage 3 in chinese.
